The migration wizard gets almost to the end and then puts up an error saying:-

Connection failed

SQL State 37000

SQL Server Error 40531

Server name cannot be determined

Are you running version 3.8.2 or did you run into this with v3.8.1?

Also, were you able to connect to SQL Azure ok and create a database?  Was it the BCP process or just before?
